                       What Really Drives Public Sector Innovation?

                             ——The Effects of Leadership Support and Agency Culture on Realized Innovation

    【内容简介】This paper compares the effects of senior leadership support, direct supervisor support, and agency culture on realized public sector innovation, and examines their combined effects. Using 2017 survey data from the Australia Public Service Commission (n=80,316 respondents), our findings show that all three of these elements associate positively with public sector innovation and also reinforce each other. However, agency culture proves to be the most important factor associated with innovation. Our study offers a unique contribution to current debates about the drivers of public sector innovation by unraveling as well as juxtaposing effects of leadership and agency culture.

    讲座内容主要包括比较高层领导支持、直接主管支持和机构文化对于实现公共部门创新的影响，并考察了它们的综合效应。研究使用来自澳大利亚公共服务委员会的2017年调查数据（样本为80,316名受访者），调查结果表明，所有这三个因素都与公共部门创新相关联，并相互加强。 然而，机构文化被证明是与创新相关的最重要因素。本研究揭示领导力和机构文化的影响，并对当前关于公共部门创新驱动因素的辩论做出了独特的贡献。

    【嘉宾介绍】Zeger van der Wal,新加坡国立大学（the National University of Singapore）李光耀公共政策学院（Lee Kuan-yew School of Public Policy）副教授，荷兰莱顿大学（Leiden University）管理与全球事务学院（Facility of Governance and Global Affairs）兼职讲席教授。Zeger在学术期刊、书籍、专业杂志和报纸上合作发表了100多篇文章，同时任职于多个主要期刊的编辑委员会。Zeger管理着一个活跃的咨询和高管教育组织，其最近的客户包括世界经济论坛、VISA、丰田、Giz、开发署、新加坡公务员学院和匈牙利国家银行。
