      【题      目】欧洲的公共行政：与东方的比较视角   Public Administration in Europe and comparative perspectives with China

      【内容简介】Is scientific knowledge in public administration universalistic in nature, or is it mostly context-dependent? The presentation tackles this question by discussing the distinctive traits of public administration in Europe, based on the findings of a collective effort which has seen 115 scholars engaged in the preparation of the 63-chapter “The Palgrave Handbook of Public Administration and Management in Europe” (E. Ongaro and S. van Thiel, editors, 2018). Possible lines of comparative research work with Chinese public administration are discussed.

        公共管理中的科学知识是普适性的，还是需要根据具体环境的需求而进行调整？欧洲的115名学者曾参与《帕尔格雷夫欧洲公共行政和管理手册》(共63章，Edoatso Ongaro和Van Thiel任编辑，2018年)的编制，Edoardo Ongaro教授将基于这些学者的研究发现以及欧洲公共行政的特点，探讨这一问题的答案，并探讨与我国公共行政开展比较研究的可能思路。

      【嘉宾介绍】爱德华多·昂加罗（Edoardo Ongaro），欧洲公共行政组织主席（European Group for Public Administration，EGPA）、《公共政策与行政》期刊编辑、英国诺森比亚大学教授。曾在意大利博科尼大学任教。他的研究领域主要包括公共管理和公共行政，侧重公共管理改革的比较分析、国家及跨国政治、公共部门的组织和战略管理。

      欧洲公共行政组织（European Group for Public Administration，EGPA）是国际行政科学学会（International Institute of Administrative Science，IIAS，总部位于比利时布鲁塞尔）下设的地区性组织之一，此外该学会还下设亚洲公共行政网络、拉美公共行政组织等地区性组织。
